Some factors may relate to training, driver history, road conditions and the law. In investigating this problem, it seems that UAE has been rather lax in training drivers and enforcing road laws, so much so that it is not uncommon to ignore a red light. This has culminated into a phenomenon where citizens routinely drive poorly and while many of the accidents are fender benders, it contributes to the overall cost of transportation in this small nation. A road accident may be defined as any unintentional collision of motor vehicles, or any property damage or injury which is attributable to the operation of a motor vehicle. It may be assumed that drivers know how to drive in the United Arab Emirates and that there are rules and laws. However, in investigating this matter, may facts come to fruition and are useful in analyzing the problem. Road accidents in Dubai are quite significant and in fact the second highest cause of death in this UAE cityi. In general, about one person is killed within a 48 hour period, from traffic accidents, but in Dubai, a similar statistic is one person is injured every four hoursii. This is more pronounced for youthiii. Authors write: "In addition, traffic accidents proportionally claim more lives in the UAE compared to the U.S., and some European countriesiv." In Dubai, in 2001, the number of accidents is equivalent to 101,149v.
