that it doesnt concern us as individuals. Most Americans are compassionate people but the problem seems too big to solve, so we try to forget about it. In large American cities, "[H]unger and homelessness continued to rise ... during 2005" and "according to big city mayors, the outlook for 2006 is bleaker still, with 90 percent believing hunger and homelessness will increase further" (Big U.S. cities report steep rise in hunger and homelessness, 2005-hereafter Big U.S. cities). Homelessness affects everyone in the city, though it doesnt necessarily involve everyone. It affects the homeless themselves, who must try and find a way to survive another day; it affects urban residents and workers, who must sometimes run a "gauntlet" of panhandlers; it affects city agencies such as police and fire, who must respond to emergencies even though the homeless dont pay taxes; and it affects those who open and staff shelters. These services are, of necessity, free to the homeless, but they drain a citys treasury. The problem of homelessness has been with us for centuries, if not forever; certainly there were homeless people in Colonial America. What has changed is the fact that it is now visible and persistent (A history of modern homelessness in New York City, 2003). In the past year, "requests for emergency shelter increased ... by an average of 6 percent ... Requests for shelter by homeless families alone increased by 5 percent..." (Big U.S. cities, 2005). Unfortunately, the cities were unable to meet these requests, with "an average of 14 per cent of the requests for emergency shelter by homeless people overall and 32 per cent of the requests by homeless families alone ... estimated to have gone unmet during the last year" (Big U.S. cities, 2005).
