Live Crew create a single called "Where Them Hos At" and then a clean version entitled "Where them Girls At" (Keyes, 2004). FCC Regulations certainly come into play when it
comes to music and while legal issues plague artists who want to create songs as they like without restrictions, there is a compromise. That is, artists are allowed to do
what they like, but they cannot air their songs where they like and when. There are regulations for radio stations for example that if violated will cost a great deal
of money in fines. Some rap artists and others who are in the same quandary believe that this is a case of constitutionality or freedom of speech. They feel that
they have a right to produce anything and should not be restricted by the law. In many areas of art, there is argument as to whether or not the artists
should be free of restrictions. Generally, as long as the art does not hurt anyone, it is not prohibited, but neither will artists be allowed to air anything extremely offensive
if the government funds it or it is over the free air waves. For example, Howard Stern was fined so many times for his radical speech that he decided it
was no longer worth fighting the FCC. He simply switched to pay radio where he can say whatever he wants. Similarly, today, rap artists create and sell whatever they like,
but in order to make it palatable to the general public, they also must produce a clean version. This way of resolving the issue has been satisfactory for many.
