and there are a variety of situations which present themselves when policy is being determined. Sometimes these two parties readily agree while other times there are significant stalemates.
Understanding this process in more detail is beneficial in better understanding our government and how it works. The President and Congress: The Process of Policymaking
The process of policymaking is a complex one accomplished by the joint efforts of the President along with Congress. This process has been
further revealed by authors Lance Leloup and Steven Shull (1999) in their new book The President and Congress: Collaboration and Combat in National Policymaking. This book explores the
process by which decisions are made - a process which is often difficult and cumbersome. Essentially, these authors highlight four factors
which shape the role of the President and Congress in regards to policymaking. LeLoup and Shull (1999) say that these four factors are environment, institutions, leadership and agenda.
These factors apply to both the President and Congress and are influential in the decisions they reach. Later examples will highlight these factors.
According to LeLoup, there were many reasons for writing this book: We agreed that a lot of the
