a need to provide accountability. This is a matter for all public bodies where spending needs to be carefully assessed. A consideration for the US army is the use of
the Joint Light Tactical Vehicle (JLTV) which may be used to replace the High Mobility Multipurpose Wheeled Vehicle (HMMWV). While the JLTV may be seen as an evolution with a
greater ability to serve the army needs, a severe constraint is the higher price tag associated with the vehicles compared to the HMMWV which places a constraint on the army.
The plans to modernize the vehicle fleet with the JLTV may be comprised as a result of the cost. To assess if the high cost may prevent the replacement of
the HMMWV with the JLTV it is necessary to look at the position of the army and the competing factors which will impact on the decision and the tactical wheeled
vehicle (TWV) strategy is implemented. The TWV has the aim of providing "an affordable strategy to ensure that Soldiers operating within Army Force Generation (ARFORGEN) have the right balance
of vehicle quantities, types and modernization to meet their mission requirements"1. This is the aim for the army total operation, at home, training and in combat. The army requires
