and there is a sense that with the public being scrutinized, there will never be an attack of that magnitude again. Others claim that this is not the case by
far. Rather, when the terrorists strike, it will likely be in another way. They may not use airplanes again, and even if they did, it has been shown that people
can get past the system. It is not foolproof. There is a claim that such major incidents like 9/11 or the huge tsunami that killed thousands, are things that
cannot be prevented. Whether or not disasters are proliferated by human beings or by nature, there are some things that are beyond the scope of security or risk policy. While
governments can help in the aftermath of a major event such as the ones described, these incidents were unpredictable and could not have been prevented. While some might argue that
natural disasters are different from incidents prompted by human beings, they share some common ground. They are each unpredictable. Many disasters before 9/11 and the tsunami, could
be named and discussed in terms of its preventability. As they say, hindsight is 20/20. Many officials have claimed that "if only we did X, Y would not have happened."
Of course, they cannot know this for sure. At the same time, throwing up ones hands and claiming that nothing can be done to prevent disasters is irresponsible. Of course,
there are things that can be done and today, there is much being done to prevent terrorism as well as natural disasters. While security and risk policy is helpful, these
things obviously have limitations. Natural disasters include tornadoes, hurricanes, floods, landslides, and earthquakes. Man made problems include terrorist attacks and attacks by other groups or individuals which include bombings,
