He writes: "Such a system offers the governed the possibility of appealing the decision of a lower office to its higher authority" (Weber 197). In other words, if there were no hierarchy, there could be chaos and people who thrive on power would take over and make a mess of things. They might order others around. Bureaucracy, and the hierarchy that goes along with it, provides a sense of stability as well as recourse for workers and customers. Of course, it is true that it is difficult to complain about a worker and get results because the system seems to allow for mistakes. In some way, while this may be bad for the customer, it is good for employees. In the real world of private service, people are fired without sufficient cause. They might be let go after one or two mistakes. In the bureaucratic public service world, people have a myriad of chances to improve their performance. In some way, while not efficient, bureaucracy is more humane. Before going further, it pays to look at characteristics of bureaucracy. Key characteristics, according to Max Weber, are aligned with the idea that management must follow rules, that officials need to be employed full time and that officials have a great deal of training ("Max Weber: Six Key"). Also, management is aligned with official rules and documentation ("Max Weber: Six Key"). Also implicit in bureaucracy is the concept of hierarchy ("Max Weber: Six Key").
