are now off limits due to vagrancy laws. There had been disagreements in terms of where the homeless should go and whether or not they should be allowed to stay
in Penn Station at all. After all, the bus and train depots provide at least a temporary solution for the problems that plague the homeless. That is, those who live
on the streets merely want to keep their bodies warm in the winter and gain shelter when it rains. But the homeless population is just one small part of the
larger subculture of the impoverished that exists in various neighborhoods in New York City. Those who belong to this group may have low paying jobs, or are unemployed, and can
find assistance to help them with food and housing. Still, they are considered poor, especially when contrasted against some of the wealthiest people in the world who call New York
City home. Many things plague the poor. An important factor is the ability for the impoverished to access resources such as legal representation and health care (Small, Jacobs and
Massengill 387). Often, those without money are also the same people who cannot connect with such resources. Social isolation theory helps to explain the phenomenon by noting that the poor
are disconnected from middle class social networks that could help them land jobs or propel them into educational opportunities (Small, Jacobs and Massengill 387). Another theory called de-institutionalization suggests that
there simply are no resources nearby due to lack of funding (Small, Jacobs and Massengill 387). Therefore, residents will have a harder time locating needed services (Small, Jacobs and Massengill
