play a large role in environmental issues. The stereotype is that the Republicans who support big business are opposed to environmental regulation, and to an extent that is true, while
liberal Democrats support such measures. Liberals are often equated with the green movement and animal rights presentations. All of this goes hand in hand, creating an agenda that promotes plants
and animals above people. What was going on in 1969 was a recognition that something had to be done about chemicals and pesticides, and to this day, the controversy is
not really over. Yet, the political climate surrounding the initial NEPA implementation is rather significant. Certainly, the times prompted the legislation and today, it would likely be overlooked or perhaps
not passed as easily. Forces that generally oppose such legislation are corporations that pollute themselves and others who believe spending money on environmental concerns is simply unnecessary. Thus, people who
are aligned with businesses, and have a financial stake in the outcome of the legislation, are more apt to neglect such issues in preference of profits. While people need
clean air and fresh water to survive, the government makes a mockery of environmentalists, hoping to appease them with legislation but frankly doing little to help. The 1969 legislation was
certainly something prompted by the times. II. A Decade of Change Bob Dylan sang "The Times They Are A Changing " for a reason. The 1960s
was a significant decade in the nations history when suddenly there was a wide chasm from what young people called the "establishment" and a new generation of liberals who wanted
