Some brave souls who bring up these types of issues are the ones who set the tone. Other examples also come from relationships. Adoption issues are numerous concerning surrogacy, foreign
adoption, adoption by gay couples and so forth. When something new comes about, legislation, policy discussions and things of that nature emerge. For instance, in 1986, a surrogate mother decided
that she did not want to give up her newborn. This prompted much discussion in respect to policy about surrogacy and adoption. Adoption laws have emerged over time and changed
with the times. In the past, all adoptions were closed but today, many adults search for their birth families. They do so as part of a spiritual journey but the
quest is sometimes practical as people look for genetic answers they can only find from their real parents. Today, open adoptions are popular. This way, nothing is hidden. This is
one example where policy changes along with the mood of the nation. It becomes clear that issues emerge due to circumstances which present themselves in society. Palumbo (1994) sees
policy creation as something that helps to resolve social problems. Yet, he sees the process of implementation as both key, and the Achilles heal, as it relates to the making
of policy (Palumbo, 1994). This is not hard to explain. Policy is fine ideologically. In fact, politicians discuss policy options all the time. Yet, it is another thing to be
