efforts have been in place for over a decade, the city continues to struggle with meeting the needs of a growing population of people under the age of 35 (the
median age) and needs to address the lack of resources and employment opportunities for youth populations. Demographic and Economic Profile The demographic characteristics presented in the findings
of the 2000 Census Bureau figures show that Peekskill is a city that has a diverse population. While 57.1 percent of the population is White, just 35.2 percent of
the total population is non-Hispanic White. This means that 21.9 percent of the total popuation is Hispanic/Latino and there is also a large percentage of Blacks living in the
community (25.5)(Census, 2000). Both of these figures exceed the national average, with the population of Blacks twice that of the national average (12.3%) (Census, 2000). Other ethnic minorities
are also represented in the community, though not as prevallently as Blacks and Hispanics. The median age of the community is 35.2 years, with the largest segment of
the population over the age of 18 (16,970). There is also a large population of children and adolescents in the region, with 18.9 percent of the population between the
ages of 5-17 (Census, 2000). There is a smaller than average population over the age of 65 in this community, with just 11.5 percent of the population in that
age group; the national average is almost a percentage point higher (Census, 2000). The home ownership in this community is low as compared to the national average, and
