Information on How to Use This Paper Properly, INTRODUCTION Not only do patients want the highest quality health care
availabe, but they also want their medical information to be protected. The Patient Protection Act that the House has passed effectively balances these two goals. This act effectively
keeps patient information confidential and at the same times use patient data to promote and deliver high-quality health-care services (Bailey PG). If
access to this information of new, lifesaving drugs and treatments were for some reason not available, the current health plans could not alert patients when it is "time for immunizations
and breast-cancer checks, and health-care providers would be unable to warn patients of adverse drug reactions" (Bailey PG). This important and much touted
federal law would be the first to require all health plans and providers to establish safeguards to ensure the "confidentiality of patient health information"(Bailey PG). It would also be
the first to give individuals the right to access their medical record, as well as having the law be the first to impose strong federal penalties when these protections are
not provided. In the Patient Protection Act, the confidentiality provisions list those specific purposes for which all patient medical information can be used.
All of this is in some way related to quality assurance and research. Those who argue that the legislation allows the sale of such information for profit are "wrong",
