aspects of internal security were viewed by individuals and by institutions. It was a s a result of the fear these acts generated that the Patriot Act was passed so
easily and rapidly. The act was passed with only Russ Feingold having a nay vote. In addition to this Domenici (R-NM), Helms (R-NC), Thurmond (R-SC) all missed the vote.
However, there was an inclusion in the bill of a sunset, this means a time when the measures were due to expire. With
hindsight the full impact of the act can be appreciated in a way that was not apparent at the time due to the haste with which it was passed. The
level of participation and the overwhelming support for the act could be seen in the way that everyone in the committees and the senate wanted to be seen as patriots
(Dlouhy, 2003). In the aftermath of September the 11th to be seen as anything but patriot would have been political suicide. This Act
had an amendment to reduce the impact this would have on libraries rejected and there were even those that opposed the sunset provision. The objections that required this were due
to the impact that the powers would have in terms of freedom and libraries. The sunset provision was a compromise. To be passed was also a challenge as this act
amended a total of fifteen other federal statutes (Dlouhy, 2003). To appreciate the level of speed and pressure we can look at how this bill was passed.
