When members of a department have determined that they need additional help, HR will assist the hiring manager in designing the new position; devising a job description; establishing a salary
range for the position; and then filling it with the best candidate they can find. Specific activities vary according to the type of
position being filled, and the type of individual that the organization needs. An assembler in the factory will not need to be tested on how s/he would respond to
various management situations; a candidate for a managerial position does not need narrow technical expertise. The process described below is one that could be followed for a clerical or
manufacturing position, one that does not require more than only one interview. The Companys Needs By the time an individual has applied for
a specific job, the company seeking an additional employee already has invested much time and effort - and therefore money - into finding that individual. Baxter Graham (1996), in
the early 1990s the director of HR for the Chubb Group of Insurance Companies, states that in the early 1990s, it cost "97 percent of salary to replace the average
insurance industry employee. In the case of exempt employees, the average replacement cost [was] 150 percent of salary" (p. 104). These figures include the costs of recruiting, of
course, and perhaps the services of a contract employment agency. Even so, those activities require time and effort as well. Thus it
