Von Huben 4/2010 Please Introduction The U.S. economy, while it is showing signs of recovery, is still very far from robust. To improve the situation, President Obama announced a National Export Initiative, which he says will double exports in the next five years and thereby create as many as two million new jobs. This paper considers whether this idea is workable or a fantasy. The question has to be understood in the context of globalization, so the first task is to define what is meant by that term. The Levin Institute at the State University of New York defines it as "a process of interaction and integration among the people, companies, and governments of different nations, a process driven by international trade and investment and aided by information technology," which seems like a fairly good description (What is globalization?) U.S. exports are part of globalization because "cross-border trade" is one of the engines driving the phenomenon, and exports are part of the trade structure (What is globalization?). As to how and where U.S. exports fit into the picture of economic globalization, they have impacts in many areas. When the U.S. exports goods, it provides products for consumption; it also provides parts for manufacturing in the area of globalization of production and ownership, which will be discussed further. And because it does provide parts for global production that in turn impacts the globalization of labor. U.S. exports are thus woven throughout the fabric of international trade.
