There have been dilemmas of international consequence and many speculate as to the actual and relative problem they pose. Right now, it is thought that North Korea is
indeed aiming missiles at California and that while they are in the early stages of testing, that is little comfort to U.S. citizens. Indeed, North Korea now has the capability
of harming the United States, something not thought possible decades ago. There are also problems with other nations in respect to this threat. An article published in the
New York Times on February 25, 2003 is entitled North Korea Tests Missile. Howard French (2003) reports that the nation conducted its first missile launching test in three years. This
is a significant development and something that made international news. The scope of this particular article reflects that. The writer explains that the move by North Korea is something implemented
to gain attention (2003). Of course, that is just the authors opinion. The test might have been something planned for awhile and conducted for a more devious reason.
The article goes on to report on specific facts about the missiles. It is noted that North Korean missiles are highly accurate (French, 2003). That is troubling. That said, the
report goes on to denote that American officials believe that the testing was both harmless and routine (2003). Yet, many fear that North Koreas dabbling in nuclear power is anything
but harmless, even though it has perhaps become routine. North Korea usually gets a slap on the wrist for testing its might. This is perhaps due to the fact that
