there had been a multitude of changes within this international organization. In fact, during the early part of the 1990s, Allied leaders would decide to make many changes to
the organization ("NATO"). There would be an emphasis on the openness of the Alliance when it would come to new members; this was particularly true when it was thought that
the members could contribute to the common security ("NATO"). Through Partnership for Peace, new relationships would be created ("NATO"). This organization is actually considered an alliance for "collective security"
("NATO From Wikipedia"). It is essentially a peace-keeping organization. The NATO treaty considers that an attack on one member nation is an attack against all member nations ("NATO From Wikipedia").
NATO is an organization that is supposed to protect its members, but sometimes there is disagreement within NATO itself and so it appears to be a weak entity. The
purpose of the North Atlantic Treaty Organization has seemingly changed over the years and its structure has reflected that. Initially, the purpose of NATO is described by Heller and Gillingham
as follows: "...to keep the Soviets out, get the Americans in, and hold the Germans down" (2). Clearly, the world has changed. The Soviets are no longer perceived as a
threat. Neither is Germany. And of course, the cold war is over. This provides a curious challenge to those evaluating the organization. What is its purpose now? How has it
contributed to the world order? It helps to look at this organization and the changes it has experienced throughout the years. Each new activity has added value to this
organization that was founded on the concept of freedom. One important change for example amounted to the creation of a better European Security and Defence Identity within the Alliance ("NATO").
