city redevelopment is long overdue, stating that the governments responsibility to the ongoing problem has been significantly shortsighted. However, the concept put before the people back then was one
that would require investment involvement in order to work: Proposed was the call for public subsidy as a means by which to "draw private investment into inner cities" (Edwards et
al, 1992, p. 359). This concept, called privatism, was also deemed to be a way that inner city residents could regain their self-reliance and ethics, as well as eliminate
the communitys welfare dependency. While the approach appeared to be a solid one, the fact that inner city investments had to already be alive and well so as to
encourage even more enterprise left many a gaping hole in the proposed notion. "The dynamism of privatism would be harnessed by means of public subsidy to attract (or lever)
private investment into the inner cities. The rationale of privatism as a means of abolishing urban deprivation, however, rests on untested logic" (Edwards et al, 1992, p. 359).
Contemporary vision, however, has taken on an entirely different approach to privatism with the New Deal, the primary focus of which is to help "jobseekers aged 18-24, 25 plus, 50
plus and New Deal jobseekers with disabilities a real chance to develop their potential, gain skills and experience and find work" (Anonymous, 2003). Few people on welfare know how or
take it upon themselves to take the necessary steps to escape poverty and the welfare system; for those who already know how to make their situation better and have the
