bill designed to protect children against parents who might otherwise harm or abandon them. This is one of those bills where if a parent decides that they are having
problems and do not want to care for their newborn, they can drop the baby off at the hospital or other official designation and not be prosecuted. Without such safe
haven laws, children end up murdered because a parent is either mentally unstable, drug addicted or immature, and will take drastic steps to rid themselves of the responsibility of a
child. At least, that is the spirit behind this proposal. The bill may be summarized in a variety of ways. For example, a nice summary is contained in the Fiscal
Note as follows: " The bill allows a newborn infant 30 days or younger to be placed in a designated facility. The placement would not constitute an automatic termination of
parental rights but would constitute abandonment no less than 90 days after the infant has been placed. Placement shall not constitute a finding of abuse or neglect, if
child abuse is not suspected. The designated facility shall notify the Department of Health and Human Services for placement of the child. The department is required to develop and implement
a public information program to inform the public about the Safe Haven Act" ("Adopt the Nebraska Safe Haven Act," 2007). While this is a summary, there are many intricacies of
the bill and the text itself contains important definitions. The bill history commences on January 4, 2007 when it was assigned the number LB6 ("Adopt the Nebraska Safe Haven Act,"
