has changed dramatically since September 11, 2001, it also struggles to understand the nature of this new world. Terrorism, until that day, seemed to be an aberrant behavior confined to
a few madmen in distant parts of the world: the IRA in Northern Ireland; the never-ending back-and-forth attacks between Israel and the PLO. Now, however, terrorism has come home and
its vital to understand what it is, and what it is not. This paper discusses a fundamental issue: the nature of terrorism. Discussion "Received knowledge" tells us that terrorism is
the last resort of those with no voice, no way to make their misery and need heard by the people with the power to alleviate their suffering. They are seen
as largely poor and uneducated, unsophisticated and desperate. But Osama bin Laden, for instance, is well-educated and very wealthy; presumably he could talk to any politician he chose about the
issues of concern. Instead he attacked the United States, killing over 3,000 people-many of them foreign nationals-to deliver a message. But what is the message and why use this method?
The worst thing anyone can do is to assume that there is no rationale behind these acts; that they are in truth the random acts of lunatics. If that is
the case, the world becomes much more frightening than it should. Terrorism, though heinous and unsettling because of its unpredictability, is still very rare. It must be kept in perspective.
