major approach to the study of American public administration concerns the notion of the politics/administrative dichotomy, the key components of which consist of the desire to maintain political and administrative representatives as separate entities. Followed back to a popular 1920-1940 trend in public administration known as scientific management, the politics/administrative dichotomy was set in motion as a means by which to bring back a positive and beneficial feel to politics and policy making. "...Theory is nothing more than a tool - a strategic device - to increase understanding. Policy theory is a servant to our thoughts, a guide to the universe of human behavior in a political setting" (McCool 1995, 20). When assessing the inherent value of a separation between politics and administration to the theoretical foundation of policy, one must first understand the impact such policy has made in past Unites States administrative history, an impact that some contend has been the saving grace of the American democratic system. The very principles behind the politics/administrative dichotomy are those that lend to the notion of democracy. Indeed, the separation that exists between politics and administration is a necessary component to the perpetuation of democratic government, inasmuch as the quest for autonomy has the potential to overshadow what is best for the greater good. "The field of public administration today is home to a variety of opinions about what the proper role of a public administrator is and what that administrators involvement should be in the public policy process" (Bargen 2000).
