we have little chance of fully protecting our nation against infiltration by terrorists. Our maritime border, a border consisting of hundreds of unguarded bays and tributaries, is simply too
expansive. Our resources are too limited. Effecting better international cooperation is the only way that we can possibly hope to better protect ourselves against terrorist who take advantage
of our limited manpower and vast geographic expanse. That, however, is a tremendous task that will necessitate considerable effort on our part. Like most countries, the US has faced
the terrorist threat by stepping up her counter terrorism activities. So too has the international community. There have been many programs developed since the 9-11 terrorist attacks on
the U.S. that have greatly improved how terrorism is detected and handled in the maritime environment (, 2009). There have been phenomenal improvements in the way we detect and deal
with various terrorism threats. There have also been many shortcomings. That is particularly apparent when it comes to maritime issues. International cooperation in regard to thwarting maritime
terrorism leaves much to be desired. This relates to a number of problems. First, there is no internationally accepted definition of terrorism. Without such a definition it
is difficult or even impossible to put in place policies and laws that will affect international cooperation and the ultimate reduction or elimination of terrorism. Second, too much perverse
incentive exist for those that turn a blind eye to terrorism. Numerous countries have in fact profited as a result of selling goods or services to what the world
