Denmark is classified as one of Europes most innovative countries, placed in 5th position in the 2008 IIS indicator, well above the EU average (Pro Inno Europe, 2011, pNA).
The Danish National Innovation System was implemented in the 1980s with the aim of developing policies and strategies to support innovation (Freeman and Lundvall, 1988, p12). However, the current
system reflects the changes which started in 2001 following a change of government (Rogova and Toivonen, 2007, p1). The changes which took
place included major changes on the underlying infrastructure to support the way in which innovation took place. The Ministry of Science Technology and Innovation was created following the reorganization of
the former Ministry of Information Technology and Research, this new department became responsible for universities, dealing with both the education and the research aspects (Arocena and Sutz, 2005, p7). This
responsibility had previously resided with the Ministry of Education, this served as a tangible strategy bringing together different elements required innovation, education and research was responsibility of the same Ministry
