faces new problems. One highlighted problem is that there are more murders than there had been previously (Nossiter & Drew, 2007). The problem is actually fueled by several things. Authors
say that the killing cycle that exists is caused by dysfunction (Nossiter & Drew, 2007). Authors add that the police have been ineffective and also that there is tension
between the prosecution and police (Nossiter & Drew, 2007). This can render a region more dangerous. Criminals realize that the police are not effective and so go out and commit
crime. Of course, murder is a crime with various origins and it is hard, on a surface level, to detect what is going on exactly. Other information to come
from the article does mention Katrina. That is an obvious point and one that comes to the mind of any reader when they look at New Orleans as a problem
area. After a tragedy like Katrina, people begin to loot. This may be attributable to the fact that a state of anomie is present. Anomie is a time where there
is a sense of normlessness. After a hurricane, and particularly when there is devastation people are in shock. There is a sense that there is nothing to fall back on
and their lives will never be the same. Everything changes and so people may break the rules of society and begin to steal. In the course of a theft,
someone might get hurt or killed. They may rationalize, but certainly something has changed. This sense of loss, and state of shock, which may affect individuals is also something that
might cause people to do things they would not ordinarily do. This may include murders of passion as well. In the article however, authors explain that due to Katrina,
