motivation behind President James Monroes desire to implement his doctrine was as a means by which to protect American interests. "The Monroe Doctrine affirms the freedom and the right
of sovereign states to make their own choices without outside interference" (Abrams 80). The 1823 declaration that announced Monroes intentions was met with a considerable amount of surprise, being
that it was looked upon as a mighty bold step toward American foreign policy. "The American continents...are henceforth not to be considered as subjects for future colonization by any
European powers" (Anonymous #1 PG). With this proclamation, Monroe effectively sought to protect the interests of every United States citizen, while at the same time flexing the countrys blossoming
authority. The two incidents that prompted such a drastic stance toward foreign policy dealt with Russias attempt in 1821 to push its weight into American territory that had already been
spoken for, as well as revolts that were occurring in Central and South America. As the doctrine took shape during the years subsequent to its implementation, the United States
did not find it necessary to utilize its powers as a means by which to quell European thrusts, in spite of the fact that there did exist some skirmishes that
would have qualified such use with Latin America. The concept proposed by Monroe in the creation of his doctrine was "to make sure that European mercantilism not be reimposed
