number of channels of communication available as message centers, many policy analysts, elected officials, and private citizens have begun to worry about media influence over development and implementation of
the countrys foreign policy. The report examines some of the reasons for the growth of the medias influence since Vietnam, the sources
of their power, and the relationship between journalists and policymakers. The government uses the media to explain U.S. policy to the public; the media also act as the publics watchdog
over government. On occasion journalists may inject themselves into the diplomatic process. Certain questions must then be presented as to precisely what voice the media should have in influencing
public opinion and foreign policy? Is freedom of the press an inalienable right, or are there times when national security takes precedence over that right? In recent years the character
of the American press has also changed substantially. In a documentary aired in September 1996 over public television, former New York Times diplomatic correspondent Hedrick Smith was able to induce
some of Americas more prominent journalists to admit on the record the extent to which they feel compelled to lower their standards in order to chase ratings by offering
entertainment in place of news. This shift in media practice has had severe implications for U.S. public and foreign policy (Maynes 1).
