Its legal system is based on both Spanish and American law, although large elements of communism are intertwined ("Cuba" PG). The president of Cuba is considered to be both
the chief of state and the head of government (PG). Cubas cabinet is composed of a Council of Ministers and elections for president and vice president take place in the
National Assembly (PG). While elections are held, they are not like those of a democratic nation. For example, the last election that kept Castro in
office was 100% of the legislative vote ("Cuba" PG). One can see that things are rather predictable in Cuba. Further, the Cuban Communist Party is the only political party
in the country (PG). II. Administrative Process In respect to administrative divisions, there are fourteen provinces and one special municipality ("Cuba" PG). Yet, in
studying the administrative process, one has to look at what happened when Castro took over. He acted quickly to adopt programs that included the confiscation of property of Batista supporters,
government takeover of some businesses, price fixing, halting the flow of gold exiting the country and drastically reducing imports from the United States (Weisbord PG). One can see that the
government has a strong arm and virtually controls all divisions from its central operations. An example of how the administration controls elements of society is in respect to food. It
fixed prices for staple foods so there would be no gouging or profiteering during an emergency (Weisbord PG). Another example of control is that it set the
