level, when this will be termed central government or possibly federal government, as with the United States or Germany. Local government will usually have fewer powers than the national government
and the set up and powers are granted by the national government. The patterns of government tend to reflect the political models and social ideals seen in an area but
tend to have common features wherever the government is. If we look at a country such as Japan there is an effective democratic and stable system of local government that
has been in place for half a century, it is a system of decentralisation and despite some major cultural differences there are a great deal of similarities with western
countries. Japans system is one that although not hidden, does not receive much international attention. The current system was put into place following the Meiji restoration with a very
specific status under Japanese law that reflects the ideals seen in the west such as the separation of the powers as well as giving a great deal of respect to
local government in the powers they are granted. The system was established under the 1946 Local Autonomy Law and it may be argued that the political position of Japan at
the time, defeated in the war and influenced by the west, which is seen more pointedly in economic terms, meant that the American system of government was influential. As
the US administered the country for a period of time following the end of the war during reconstruction the line of influence is easily apparent (Mason and Caiger, 1997).
