history. He is seen as "the architect of the 1917 Smith-Hughes Act and as the figurehead of the 1945 campaign for life adjustment education" (Knoll, 2007). The following paper examines his life and times. The Life and Times of Charles Posser Born in New Albany, Indiana, Prosser was born to a steelworker (Knoll, 2007). In 1897 he received his B.A., and then his M.A. in 1906, from DePauw University (Knoll, 2007). He then received his LL.B. at the University of Louisville in 1899 and then his Ph.D. in 1915 from from Teachers College, Columbia University (Knoll, 2007). During these times he was employed in many different areas. For example he was a superintendent at a post office and also practiced law in Missouri (Knoll, 2007). He was a teacher, a principle, a teacher, a superintendent and then "became, under David S. Snedden, assistant commissioner of education in Massachusetts (1910-1912), and acted as executive secretary of the National Society for the Promotion of Industrial Education (1912-1915)" (Knoll, 2007). The years from 1915 to 1945 were his formidable years as he was the director of the William H. Dunwoody Institute, which is in Minneapolis (Knoll, 2007). This occupation was, however, interrupted when he became the "first executive director of the Federal Board for Vocational Education" from 1917 to 1919 (Knoll, 2007). Aside from the specifics concerning his degrees and education it is noted that in 1903 Prosser, as a progressive educator, "criticized the high school curriculum with its traditional emphasis on scholarship and college preparation" (Knoll, 2007).
