Formed in 1967 when Singapore was two years into the second of its series of five-year plans that ultimately would gain it official designation as a mature economy, none of the original members was in a position to presume to dictate anything to any other nation. Member nations agree to standards of conduct and then stand by their agreements. When is membership in an international trade alliance binding? When that membership is held in the Association of Southeast Asian Nations (ASEAN), it is
binding only on the basis of agreement and consensus. ASEAN provides a collective voice for its member nations, all but one of which are developing nations in Southeast Asia.
Singapore is the only economic exception to that general characteristic of ASEAN membership. In a region where internal and external business and business law tends to lean toward
being legalistic and restrictive, one of the goals of ASEAN at the outset was to provide a united front in determining to practice freer trade and greater cooperation, for the
purpose of encouraging economic development in the region of Southeast Asia while benefiting the alliances individual member states (ASEAN Framework Agreement on Services, 1996). ASEANs Operation
Legally, ASEAN is a regional trade alliance in which members give other members preferential treatment in matters of trade. Membership is voluntary, though it must be
approved by ASEANs governing body. Members agree to accept the opinions and requirements of ASEANs governing body, but they are not legally obligated to accept the guidance it provides.
In his Republic, Plato states that governments and governing bodies exist only so long as those governed continue to give their consent.
This position is exemplified in the membership and operation of ASEAN, which on the one hand acts as champion for individual members and for the geographic region, and on the
