justifiable. After all, nations talk about "just wars." In the case of terrorists, such as those that exist in Palestine, there does not exist a legitimate state to wage war. However, some justify terrorism because war is justifiable. In fact, the justification of terrorism "as a means of resisting despotism" originated in antiquity (Laqueur, 2001, 21). Terrorism is often thought to be violence initiated by a group with the desire to attain political goals (Laqueur, 2001, 79). Sometimes, terrorists act against another group, or political party, but generally, terrorism is waged against a government (Laqueur, 2001, 79). In earlier days, terrorism was not viewed as something being equated with pure evil, a term that has become a part of the American vernacular when this subject is addressed. In the past, terrorism was simply a way to make a political statement. Today, terrorists are viewed as evil, something that President Bush would repeat a great deal after 9/11. This characterization of terrorists as being evil to some extent detracts from the idea that these individuals have goals that can be supported. Terrorism of course occurs for a number of reasons because different kinds of terrorists have different goals. An example is that within the United States, there have been attacks by home grown terrorists who are associated with militias. Their goals are quite suspect. Similarly, those who oppose abortion have used terrorist tactics to get their messages across. No one would support their tactics because they have a disagreement with the law. However, in states that include people who are oppressed, and who are being treated in very negative ways, there may be a case for terrorism. That is, the people who take on these causes may be considered terrorists because of their tactics, but they have a point ...
