of the issue--whether it be individual or collective - there are still many situations which are not clear. The U.S. for example has been criticized for taking action in small
third world countries while ignoring Chinas disregard for human rights. Other criticism have been foisted regarding hidden motives. What if the nation of focus has oil? Might the U.S.
be pursuing a nation because it has riches or a favorable strategic position? If in fact there are ulterior motives, do those completely negate the humanitarian issue? The answers to
those questions do not come easily. While people in different business positions may make money, they may also work to make society better. In exploring humanitarian action , whether forced
or voluntary, there are many lingering questions in terms of what is justifiable and what is not. At the crux of the issue is the problem of war and loss
of life. Many military actions will incur collateral damage. This is unfortunate and some believe that the loss of life is not worth the favorable outcome. Others disagree and say
that more loss of life is prevented by taking on nations that violate fundamental human rights. In modern interpretations of just war theory there are apparently two
valid reasons for aggressive war, one of which is self defense, and the other is humanitarian intervention (Leaning, 2002) . First, what is just war theory? the "just war"
