and a growing population to support that industry has led to greater heterogeneity and a "melting pot" of people from different races, ethnicities, cultures and religions. In developing a
system of governance and a legal process that will allow for the representation of all people, it is important to consider the different legal theories (e.g. positive law, inalienable rights,
and collectivism), their application and the best methods to serve and protect a large diverse population. Assessing these legal theories provides a foundation for determining the best option for the
Island Nation of Tagg. Positive Law Positive law is the premise that legal decision-making is based on the development of statutes that are specifically designed to apply
to specific sets of conditions and populations. These laws are prescribed by a governing board and applied with equanimity. Positive law reflects the importance of applying the rule
of the law to reasoning and decision-making and stresses the development of principles set in law as the binding process of decision-making. The legal process in a positive law
