the history is entrenched in more than just that. There is a story to tell and many authors have attempted to do just that. One article reviewing a book on the topic asks whether or not the famine could have been prevented or at least the problems mitigated1. He asks: " Would fewer people have died had relief policies been more effective?2" Perhaps he asks the wrong question. It is easy to place blame for ineffective leadership. For example, the Hurricane Katrina fiasco was blamed on President Bush because he failed to react, but others claim that the blame goes back decades. The levees should have been repaired. Similarly, one can blame the fact that the famine was not effectively ameliorated, or one can blame the true cause, which seems to be the disenfranchisement of the poor. The answer to the question as to prevention is something that has been upon the world since the incident. Whenever the world presents challenges there is always speculation as to what could have been done. The clich? is that hindsight is 20/20. Of course, in retrospect, one can say that something might have been done. In evaluating the work Black 47 and Beyond by Grada, Clarkson also examines some possible solutions. Clarkson points out that other writers, in addition to Grada, have been appalled at the fact that even during the famine, there had been exports3. The author talks about the Irish Poor Laws but then contends that they were not created and able to handle a large number of needy people4. Clarkson points out that a table of deaths is included, and speculation as to how the people died and why provides some answers to questions about the period5.
