industry as well as to government. The nation that holds a great deal of promise in this arena will do well in the future. ICT does seem to affect the
entire economy. It is further something that is seen to "enhance economic and social development" (2004). The industry in fact seems to be a global phenomenon, not only in
the fact that it relies on globalization to an extent, but to the fact that all nations are in need of the technology and the technology will help to
enhance a nation both economically and politically. It seems that ICT is an important industry today and this will be true as the twenty-first century unfolds. In examining China and
Ireland for example, one can see that each of these nations are reliant on ICT and can boast great strides in this niche. That said, China and Ireland have vastly
different social and political policies. The environment is completely different. Yet, ICT to some extent demonstrates a commonality between all nations. At the same time, when choosing an environment in
