the welfare state may include elements such as unemployment benefits, support for those on low incomes, sickness benefits and health provisions with the components with the levels of support, conditions and way that the support provided varying between different states reflecting the political approaches and views of the welfare state within that country. It may also be argued that the provision of a welfare state is one that may benefit from a general agreement linked to the benefits of its existence, but is one that is often subject to controversy regarding what should and should not be provided with income that comes from the public purse which in turn comes mainly from taxation. In short there may be a desire to provide a welfare state. But there is less motivation to pay for it and a desire to ensure that it is targeted at those who are believed to deserve it. This is not a new concept, it was seen in the sixteenth and the seventeenth centuries in England when the various Vagabonds Acts and Poor Laws made a differentiation between the deserving poor and the undeserving poor; the deserving poor could not work due to incapacity, the undeserving poor were those able to work but not doing so (Slack, 1990). There have been different approaches taken towards the development and maintenance of the welfare state, from a paternal approach to economic rationalism that have reflected popular public opinion and economic pressures and have been used to manage, and in some case justify the way that the welfare state is managed, especially where there are cuts in the welfare budgets and provisions.
