participation by the citizens internally and externally. In a country that has a low level of educational achievement the development of any education program has to take into consideration many
of the local issues. In Guinea Bassau the official language is Portuguese, but this is not the mother time of the area,
it is a languages reduced through colonization. Despite Portuguese being the official language of the state Crioulo is widely spoken. Soken by approximately 60% of the population this is a
language used by the majority of the population. When looking at why the mother tongue is so important, it may be argued that with only 12 to 14% of the
population using the official Portuguese the first language (Kihm, 1994), a failure to adopt Crioulo can create barriers to the successful pursuance of an educational policy.
In any culture language is not static, it changes in the vaults of the population with some formats being adopted in expanding, new words and meanings
being adopted whilst older usages may fall by the wayside. In many countries the mother tongue is seen as that of the traditional languages within that area, those which were
present before migration took place and new languages were adopted. Crioulo is the Creole Guinea Bassau, and although the substrate of the language comes from localized African languages, such as
the Pepeis, Manjacos and Mandingas the majority of the Lexington comes from Portuguese (Kihm, 1994). Languages have a broad perspective and meanings, not
