the developing countries to create sustained long term economic growth the policies need to be broader than simply aid and international trade, the key to long term development is also
in the local development policies in the developing countries. Looking at Latin America and the creation of MERCOSUR was seen as a tool by which trade could be increased
and economic development realsed, but more than a decade later the perceived benefits have not created the economic successes that were hoped for as economic disparities have remained in place
(Masi and Hoste, 2002). It has even been reported in many areas that some of the populations are worse off with the free trade agreements ( Clarke, 2005). The
reality of the situation is that when it comes to macro influences government central policies can help to create stability to allow development to take place, this has to occur
at the grass route if there is to be the creation of employment and the stimulating of the local economies. Here it is the local policies that will aid development
which needs to be self sustaining, however the local policies need to be supported by the regional polices and local polices. Alburquerque
(2004) argues there are four main elements that need to be in place to support local development, these are the mobilisation and involvement of the local actors, a pro-active attitude
