commercial organization it is important to maximize efficiency in order to satisfy stakeholders, in a public sector organization there may not be the same pressures for profit, but there are
increased pressures in terms of accountability and efficiency. For any organization funded by the public purse it may be argued that is not only a professional duty, but an ethical
duty, to ensure that the organization runs efficiently as possible. If a public organization does not have clear employment policies and is ineffective at the way that it communicates with
the employees concerning the policies which do exist then it is likely the employees will not understand what is expected of them, may feel that they are not supported and
are unlikely to give their best effort if they feel the employer is not committed to them. In order to gain the maximum benefit from employees the employees need to
understand their position within the company, know that the employer values the contribution and understand the culture of the organization. By looking at the different theories which impact on aspects
such as recruitment and performance management it is hoped the senior management will realize the importance of implementing and effectively communicating with the employees clear and decisive human resource policies
and practices. The policies need to begin with recruitment policies. This is where new employees enter the workplace, it gives first impressions regarding the employer and employment relationship and ensures
