sector, also referred to as the third sector, may be defined as the sector where there is social activity undertaken that is not for profit, excluding government and quasi government bodies. Some definitions will limit this to non governmental organizations however there are many areas of social activity that add benefit to the society and economy that are also outside of these organizations, so the sector may be seen as including charities and supportive work such as those raising funds for schools and hospitals and many individuals who undertake caring work to help others. This is nit an exhaustive definition but it indicative of the vast scope and scale of the voluntary sector (Freeman, 1997). It is also generally seen as a sector where there is little government involvement and where it is run purely as a result on unselfish people, but is this true? When considered in terms of the value that is added or created through voluntary labor a number of studies have indicated the amount of input in very high. In a study in the UK it was found that in 48% of the population had undertaken voluntary work in the previous 12 months, and that in total the UK had in excess of 3 million individuals volunteering for charities (Pharoah and Smerdon, 1998). Research indicated that this was worth in excess of ?12 billion a year to the charities alone (Hems and Passey, 1998). The UK is not alone, research in Nova Scotia it was found that an average 140 million hours of voluntary work (Coleman, 2000), and the total value for Canada of the voluntary sector is estimated to be in excess of $4.9 billion a year (Coleman, 2000).
