justice system. In particular, researchers and theorists have assessed the field of criminal justice relative to the development of theories, policies, practice and the integration of technology, all of
which have had an important and lasting impact on the systems defined to address the problem of crime. In 1895, when Theodore Roosevelt served as the police commissioner of
New York, few could have projected the kind of fundamental changes that would occur over the course of the next century. But the distinct factors that shaped the development
and structure of early law enforcement defined the necessity for considering the progression of law enforcement reform as a result of increasing urban development. Vollmer (1939) recognized specific
changes and the need for a widening of policing responsibilities in certain areas in the early part of the 20th century, many of which defined substantive change in the police
departments in the decades that followed. Vollmer (1939) argued that "police leaders are discerning in the travail of the times a definite widening of police responsibilities into a field
in which, when compared to its tremendous import, pitifully little has been done" (235). Vollmer (1939) argued that the 20th century would be defined by a marked change in
the way in which the role of police officers is perceived and the correlation between society and criminal behavior in the urbanizing United States. Graper (1969), on the other hand,
attributed the emerging function of the police and the defining role in society to the initiation of change in the administration of the police, and as a result, suggests that
there is a definitive directive within the criminal justice and law enforcement agencies for maintaining a solid and distinct authoritative view of the police. As a result, the role
