once. The monitoring and implementation of new programs in the criminal justice system is something that is often done in conjunction. A program implemented and ignored will not work well. Therefore, it is prudent to set up a plan to monitor programs even prior to implementation. The benefits of monitoring go to seeing if there is a gap between the idea for a particular program and its actual fruition (Welsh and Harris 170). In other words, an idea comes about and a program is created. implementation is aligned with doing things to put the plan into effect. Sometimes, certain portions work and certain parts of a plan fail. It is only through monitoring that one can see which parts of a plan are effective and workable and which are not. In monitoring a program, there are several questions that need to be asked. For example, it is prudent to ask what had been an intended goal of a project (Welsh and Harris 170). Obviously, one cannot measure success unless one knows what an initial goal had been. If one evaluates a program based on the outcome, and does not know the intent of a project, the evaluation is not very meaningful. It is only through the attainment of goals that one can truly know that everything that could be done had been done. Another question goes to data collection and that plays a role in the analysis (Welsh and Harris 170). A student asks: "What are the advantages and disadvantages of collecting service provider data?
