The most recent major change can be seen as one of the largest shake-ups in healthcare in the UK since the formation of the National Health Service. The system of
smaller health authorities is due to be replaced by larger trusts that have a more strategic approach to healthcare (NHS, 2002). The current system is in a transition period, the
95 old health authorities ceased to exists during April 2002, and are being replaced by 28 larger super health authorities by October 2002 (NHS, 2002). This has meant an even
greater transference of power to the primary healthcare trusts (NHS, 2002). These new authorities will be responsible for * "developing strategies for the local health service" (NHS, 2002). * "ensuring
high-quality performance of the local health service and its organisations" (NHS, 2002). * "building capacity in the local health service" (NHS, 2002). The authorities will also be
the link between the department of health and the trusts. The trusts themselves support local GPs that may be fund holding, or may be a part of the trust. It
may be argued that issues such as community nursing are key to the success of the NHS and in looking at moving the emphasis to more localised care with the
primary health care trusts holding more of a an administrative and strategic role. It is envisaged that the eventual proportion of funding controlled by the Primary
Care Trusts will be 75% of the National health Service Budget (NHS, 2002). The aims for this reorganisation to provide more funds at the grass roots level and increase the
