revenues to meet the required outputs. A hospital is therefore a business, where there is a need to undertake active revenue management. However, unlike many businesses the organizations are unable
to rely on market forces and internal strategies alone to influence the level of revenue that is realised. There are different sources of revenues, with reimbursement from different sources providing
a major source of income. To appreciate the way in which reimbursement can impact on a hospital it is necessary to look at the way in which this takes place
to assess on revenue. The way healthcare in the US is funded has evolved over many years; however the issue of payment and reimbursement for healthcare
has been controversial for centuries. The way that healthcare has seen interference in the way reimbursement is received may be traced back to ancient history, with the Babylonian Code of
Hammurabi dating back to circa 1700 BCE1. The code was enacted by the sixth Babylonian King, it included 282 laws, one of which was potentially the first ever schedule of
physician charges (Jost, 1988). Today the issue is not as simple with a far more complex healthcare environment, with advances in medical science accompanied by increased patient expectations. The need
for a system to aid with payment for medical services evolved into a practical model in 1929, when in Dallas Texas the Baylor Hospital started the first group insurance plan,
