and fascinating history. It stretches back to the Greek settlement of the Italian Peninsula in the eighth and seventh centuries B.C. The peninsula was ultimately unified under the Roman
Republic and by the third century B.C. Romne had control of the neighboring islands as well (Burns, 1973). With the fifth century A.D. collapse of the Roman Empire in
the West political unity was a thing of history for the region (Burns, 1973). The U.S. Department of State (2006) observes that:
"Italy became an oft-changing succession of small states, principalities, and kingdoms, which fought among themselves and were subject to ambitions of foreign
powers" Italy was claimed by the Holy Roman Emporers but those claims often came into
conflict with the rule of central Italy by Roman Popes (U.S. Department of State, 2006). With the Renaissance the hope of a unified Italy was raised once again.
It wouldnt be until the nineteenth century, however, that that unification would occur (U.S. Department of State, 2006). Victor Emmanuel II of the House of Savoy became King of
Italy in 1861 and Rome was incorporated in 1870 (U.S. Department of State, 2006). The nineteenth century was a particularly interesting
time in the history of the Italian government. Europe as a whole was undergoing great political changes at the hands of nationalistic ideology. The Napoleonic wars are only
