Kreisel (2003) point out that since the Rodney King incident was televised, Americans are now sensitive to the use of force concept. Prior to an awareness of the problem
of excessive force, it seems as if abuse would go undiscovered in many precincts. The concept of police brutality is vast and goes back through history. Sometimes, people who are
given power, abuse the privilege, but this is something that is carefully examined today. Blumberg & Kreisel (2003) explain that society has provided police officers with the authority to implement
force in situations where force is necessary for self-defense. The force utilized includes the legal right to take the life of another human being if warranted (Blumberg & Kreisel,
2003). This in and of itself a rule that appears to be extreme, but the truth is that police officers often find themselves in circumstances where shooting to kill is
an unfortunate part of the job. If there is a gunman on the loose for example, it behooves the police officers to shoot first. If they wait to negotiate, that
could endanger the public or their own lives. Some officers heroically try to talk to someone even when he has the right to kill first, but this is not always
the best course of action. Of course, police officers are trained in such a way so that they know when they are allowed to take a life or do great
harm, and when they are too quick to react. Of course, ideally, officers will not use excessive force and will know just how to prevent dangerous circumstances short of causing
