The purpose of this paper is to discuss a pending bill in the U.S. Senate. That bill is referred to at the Haitian Refugee Immigration Improvement Act
(HRIFA) of 2004: Pending Legislation Bill Number S. 2187. The intent of that bill is to amend the Haitian Refugee Immigration Fairness Act of 1998. The HRIFA
Improvement Act of 2004 proposes several key revisions to previous legislation. These amendments include the declaration that the ground for inadmissibility of document fraud no longer apply, specific changes
in regard to determinations with respect to children, changes detailing the processing of new applications and motions to reopen, and changes pertaining to the relationship of application to certain orders.
The bill comes at a time, however, when our country has become intensely aware of the largely negative impact Haitian immigrants have had on certain regions of the nation.
Utilizing literature which was obtainable in an electronic format over the World Wide Web this paper will demonstrate the tremendously varied but largely negative impact the Haitian immigrant has
