of HR managers and is implicit in the steps taken to recruit, select, induct and manage the employee population. The recruitment process for health care organizations is constantly
occurring and is based on both needs assessments fro the organization and long-term planning. Recruitment starts with the planning element; in health care organizations needs must be assessed and
the determination that the need must be filled is a part of the budgetary process. Once it can be determined that funding is available, job specifications must be outlined
and postings must be made, based on the specific elements of the job description. For example, in a health care organization, if there is a need for a registered
nurse in an emergent care setting, it must first be determined that funding exists for this position. Often in these cases, one nurse will leave, opening a position and
determining the onset of the hiring process. HR management, though, must be sure that this position is to be filled again (that cost-effectiveness strategies have not resulted in downsizing)
before efforts are made at hiring. HR management professionals have had to recognize the impact of job descriptions on the communications between employees and management. In fact,
many employees have argued the need for formal, detailed job descriptions, even though some argue that these lend themselves to a kind of rigidity in the workplace setting that creates
