what might be done by 2010, one only has to look at the past decade or so. What has it been like? What might the future hold? Some trends that
are worth looking at in respect to probation and parole are things such as house arrest, three strikes and youre out laws, mandatory drug sentencing laws and other strategies designed
to keep hardened criminals behind bars. This would obviously allow those who are not very violent or pose a significant danger to society, to walk the street. Yet, such criminals
do need monitoring and that is where innovations and community policing enter the picture. The government has revealed 1994 statistics suggesting that over 5 million people (Frandsen, 1995, p.PG)
are in either the prison population or on parole or probation which is about 2.7 % (1995, p.PG) of the adult population. The ratio of prisoners to parolees (including those
on probation) is 1 to 4 (1995). Thus, for every prisoner locked up, there are three walking around supposedly under supervision. In 1994, there were 690,000 prisoners on parole (1995).
For some, parole is a viable option. However, violent criminals should be treated much more harshly than those who commit white collar crimes. Allowing violent criminals to be released is
ludicrous. Parole reform is necessary to ensure a safe society. While the law does not mandate a life sentence for every violent criminal, releasing offenders early to save money defeats
the purpose of a penal system that purports to protect its citizens. This is why reform in parole is necessary and why after criminals are released, should be carefully monitored.
Changes to the laws can be made so that some criminals are not paroled, where others who have earned their freedom and are not a danger to society, can still
