First, the underlying assumptions regarding the changing nature of values likely supposes that in a liberal democracy, there will be less of a law and order approach. That is because
over time, there has been attention to the rights of criminals and while there are some tougher inclusions--three strikes, mandatory drug sentencing, victim impact statements--by and large, the country has
gotten soft. Some attention is paid to the fact that murderers like O.J. Simpson are able to walk due to good legal representation. While in fact, the idea that
everyone deserves representation is a part of the system, the deterioration of the criminal justice system has rendered the police force less effective. It has also made juries suspect of
police, which in fact affects verdicts. The O.J. acquittal was in part due to the fact that the jurors believed there was a police coverup. What happens is that after
numerous televised incidents such as the Rodney King beating, and the Abner Luima incident, there has been a lot of criticism about police behavior around the nation. Thus, the future
of policing looks rather dismal as officers are afraid to use force, even when they think it is warranted, for fear of public reprisal. What happens is that when a
suspect is unfortunately shot in the course of illegal activity, the officer is scrutinized and often made out to be the aggressor by an angry public. In part, this attitude
has stemmed from the present liberal democracy and is an attitude that puts officers in danger. Things identified with liberal democracy are a system of checks and balances, voting, representation,
competition between parties and an independent judiciary. While these things are taken for granted, on the surface it is hard to delineate just how these activities affect policing. One thing,
